Australian Disabled Access Consultants in association with Clark Engineering Consultants of Macquarie Park, Sydney prepared a development application (DA) to enlarge a ground floor apartment within a 2-storey residential flat building at 77 Ramsgate Avenue, North Bondi and negotiated approval with the NSW Department of Planning and Waverley Council within six weeks of DA lodgement.

The project involved designing a lower ground floor living room, directly beneath the client’s apartment, within the building’s existing footprint that involved excavating the apartment’s under floor area directly beneath the client’s apartment to ensure that the proposed building works and apartment design:

1 - Would not cause any adverse social impacts to any of the building’s residents.

2 - Would not cause any adverse environmental impacts to any apartments within the building.

3 - Would not cause any increase to the building’s visual size or bulk.

4 - Would not cause any adverse visual impacts to the existing building when viewed from within the site, from adjoining land, from Bondi Beach and the Bondi Beach shopping centre.

5 - Would be compatible with the heritage conservation values of the Bondi Beach precinct.

6 - Would be able to improve disabled access within and adjacent to the apartment.

Australian Disabled Access Consultants and Clark Engineering Consultants jointly undertook the following parts of the project:

1 - Attended the property owner’s Extraordinary General Meeting to explain the project’s technical aspects and to arrange the property owner’s consent to lodge the development application.

2 - Attended pre-lodgement design negotiations with Waveley Council and the NSW Department of Planning and Waverley Council.

3 - Jointly designed the project.

4 - Recommended suitably qualified and experienced consultants for the project.

5 - Briefed selected consultants on their respective scopes of works.

6 - Managed the consultant’s work to ensure the completion of work, within required timetables.

Australian Disabled Access Consultants undertook the following work:

1 - Attended the property owner’s Extraordinary General Meeting to explain the project’s technical aspects to arrange the property owner’s consent to lodge the DA.

2 - Prepared disabled access assessment report.

3 - Prepared town planning statement of environmental effects to justify approval of the project.

4 - Collected consultants’ completed reports.

5 - Arranged the required number of technical reports and plans for DA lodgement.

6 - Prepared the development application forms.

7 - Arranged the property owner’s written letter of consent to lodge the DA.

8 - Arranged the applicant’s signatures to the completed DA forms.

9 - Lodged the DA at Waverley Council’s Bondi Junction offices.

10 - Post-lodgement negotiations with the NSW Department of Planning for additional technical details in respect of the building’s rental tenancy details and the Bondi locality’s rental statistics to satisfy State Environmental Planning Policy No.10 - Retention of Low Rental Housing (SEPP10) considerations.

The DA was approved on 18 October 2006 within 6 weeks of the DA lodgement.
